Special Assistant, Haskell Indian Nations University

This position is part of the Haskell Indian Nations University, Bureau of Indian Education. As a Special Assistant you will be responsible for serving the President of Haskell Indian Nations University (HINU) on issues and problems concerning the full spectrum of programs and administration evolving from day-to-day operations.

As a Special Assistant GS-0301-11/12, your typical work assignments may include the following under supervision:
  • Assist in providing counseling, guidance, and services on a widevariety of controversial issues.
  • Coordinate special projects with the President, frequently involving managers and program officials.
  • Assist and work with the President and other management officials in institutional planning, policy development, and problem resolution.
  • Serve as the President's primary liaison with Tribal officials and government, and/or community leadership on strategic and operational matters.
  • Gather, investigate, research, analyze, and/or studies information affecting operations.
  • Perform studies, analysis and professional writing for the President outside of the normal channel of staff operations.
  • Analyze a wide range of primary source materials to ensure that the President is accurately and objectively informed and prepared for decision-making.
  • Develop correspondence that communicates the President's intent on key issues facing the University.
  • Develop presentations and related materials for public speaking and other engagements, and outreach activities.
  • Prepare the President for meetings, conferences and engagements with Bureau of Indian Education Executives, officials from various Federal and State organizations, Tribal government officials, community leaders, grantees, school boards and other stakeholders.

Qualifications:
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FOR GS-11 MUST MEET A, B, OR C LISTED BELOW:
A) One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service that includes: Advise and consult with a variety of customers, present findings and recommendations; Negotiate agreements; Complete projects, evaluations, or reports; Gather information, identify, and analyze issues; Develop recommendations to resolve a variety of problems; Develop plans and objectives for the assignment; Develop the processes and criteria to accomplish the work; Refine existing work methods and techniques for application to the analysis of specific issues or resolution of problems. OR
B) Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR
C) Combination of graduate level education (as defined by B above) and specialized experience (as defined in A above) when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

FOR GS-12: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service that includes: Review and analyze a variety of problems and issues that need immediate attention; Develop detailed plans and objectives and/or processes to accomplish the work; Interpret information and program data; Develop responses and recommendations; Advise and consult with a variety of customers, present findings, recommendations and secure cooperation; Provide administrative support to management such as personnel, property and supply, contracting, budget, finance, safety, and other administrative functions; Develop project plans which includes identification of work to be done, scope of the project, and timeframes; Develop and apply new methods and techniques to solve problems. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
