Starting Rate of Pay: $47,278.40 - $52,006.24 / Annually ($1,818.40 - $2,000 / biweekly), DOQ.

Summary/Objective
The Contract Specialist coordinates the development, administration and execution of the City’s contracts and agreements related to engineering services and construction projects.  
 
Essential Functions / Responsibilities
  • Coordinates the development, administration and execution of contracts for engineering services related to the City’s Capital Improvement Program, Residential and Arterial Street and Stormwater Management Programs or related professional and construction services. Responsibilities include ensuring compliance with insurance and bonding requirements, reviewing and facilitating approval of payment requests, updating fee and payment schedules, and maintaining contract information in the City’s Contract Management system.
  • Responsible for ensuring contracts and agreements for engineering services provide by contractors complies with local, state and federal funding agreements and government regulations. Prepares monthly, quarterly and yearly reports for local, state and federal agencies regarding contract compliance
  • Responsible for scheduling, participating and documenting formal bid openings. Prepares bid tabulations and analyzes bids to determine responsiveness to the solicitation. Assists the Project Engineers in evaluating bidder responsibility based on previous contract performance, preparing necessary justification for bid awards and monitoring performance of contracted parties. 
  • Responsible for records management of the City’s construction contract agreements with local, state and national agencies including but not limited to KDOT, Johnson County and State of Kansas. Ensures project estimates, timelines and any related construction contract documents are included. 
  • Responsible for reviewing contract and inter-local agreements to ensure Project Engineers and Public Works staff complete project timelines and contract requirements on time and accurately. 
  • Monitors agreements and contracts to ensure contract deadlines are met and financial obligations are processed. Works with the Finance Department to reconcile projects, monitor fund balance costs throughout the life of the project and contract. Acts as main point of contact with vendor and outside agencies regarding financial contract deadlines. 
  • In conjunction with the Public Works Administrative and Contract Supervisor, the Contract Specialist tracks the City’s engineering services expenses and budgets for all City related engineering projects. 
  • Works with the Legal Department on preparing and gathering the necessary Department approvals on contractual items needing City Council approval. 
  • Consults with the Legal department on contract law issues prior to execution of contractual agreements. 
  • Responsible for working with the Public Works Administrative and Contract Supervisor and Finance department in completing the bi-annual and annual GASB-31 inventory reporting. Maintains the City’s statement of net assets on public infrastructure assets and related depreciation or preservation costs. 
  • Responds to inquiries and complaints from the public and employees regarding construction projects and contracts and completes follow-up as appropriate.
  • Assists Public Work and other City Department staff in preparing reimbursement requests to various City, County, and State authorities in relation to pending and completed construction projects.
  • Assists the Construction Inspectors on maintaining construction progress and project related communications to ensure project complies with contract guidelines.
  • May assist the Right-of-Way Technician on processing Right-of-Way applications and permits. 
  • Keeps abreast of state and national contract management practices and procedures, industry innovations and trends through professional associations, publications, workshops and trainings.
  • Employee may be asked by supervisor to perform other duties that are not listed but are essential to the job.
 
Minimum Qualifications / Requirements
  • Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.
  • Ability to comprehend and evaluate highly complex technical reports and problems.
  • Ability to prioritize work and meet deadlines with effective results.
  • Ability to protect and maintain confidentiality of information.
  • Ability to work independently, as part of a team, and with the public.
  • Ability to make decisions in the best interest of both the resident and the city. 
  • Ability to make rational decisions efficiently during variable and sometimes stressful conditions, including the ability to calmly interact with the public and other City personnel. 
  • Ability to use and understand the City’s financial reporting software. 
  • Knowledge of standard good principles and practices of construction contracting.
  • Knowledge of contract management. 
  • Proficient in the use of Microsoft Office Suite.
  • Standard office procedures, systems and practices including the use of a computer. 
 
 
Education, Training, and Certification Requirements
  • Must have a minimum of a Bachelors’ degree in Accounting, Contract or Business Administration or related field. Experience may substitute for Education. 
  • Must have a minimum of three (3) years of experience in contract administration. Experience in a municipality or public works is preferred. 
  • Completion of NIMS requirements within one (1) year of hire. 
  • Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
