Software Engineer Manager I(Job Id 15522)

This position is exempt from the Civil Service Act. 
This position manages the Technology Team which is dedicated to research and development, process improvement, and standardization within the Application Development Division. You will be charged with recruiting and leading a group of technologists and analysts as they drive the division toward technology, engineering, and cultural excellence. The successful applicant will be capable of understanding where the division is today and where it needs to be tomorrow in order to successfully support our agency clients. The applicant must also have a deep understanding and passion for continuous improvement and standardization. 
Job Responsibilities:
  • standardize solutions/practices enterprise-wide;
  • manage the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise;
  • research, evaluate, and make recommendations on software products, new technologies, and services in support of procurement and development efforts;
  • coordinate feasibility studies for software and system products under consideration for purchase and give advice based on findings;
  • ensure that new software integration into company systems meets functional requirements, system compliance, and interface specifications;
  • lead pre-testing phase of development by evaluating proposals and make appropriate recommendations;
  • ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues;
  • review and analyze existing application effectiveness and efficiency, and develop strategies for improving or leveraging these systems;
  • serve as client relationship manager;
  • collaborate with analysts, designers, and system owners in the testing of new software programs and applications;
  • coordinate with other divisions within the bureau to ensure appropriate information flow and understanding of process improvement work;
  • collaborate with continuous improvement professionals from other agencies, and other states;
  • other duties as assigned.
The Ideal Candidate Will Have:
A bachelor’s degree in computer science, information services, project management, or a related field is preferred. The successful candidate must have proven project/people management skills using the Software Development Lifecycle (SDLC) or Scrum, a strong dedication to customer service, and excellent problem-solving skills. 
Experience in:
  • overseeing the direction, development, and implementation of software solutions.
  • automated software and system management tools;
  • two years direct experience in software development, analysis, and/or programming design and systems management;
  • five years of progressively responsible professional and managerial experience in developing, implementing, and operating state-of-the art information technology solutions;
  • continuous improvement methodologies;
  • core software applications; 
  • project-based work structures, project lifecycle models, and the software development lifecycle.
Knowledge of:
  • state business areas, services, and work processes;
  • system and software quality assurance best practices and methodologies;
  • technically fluent in programming languages;
  • database design and file management techniques;
  • network and PC operating systems;
  • network hardware, protocols, and standards;
  • wide range of technologies and engineering practices;
  • software engineering concepts and approaches;
  • application development issues and products;
  • applicable data privacy practices and laws. 
Skills and Abilities:
  • provide guidance, coaching, and motivation for staff;
  • plan, direct, and utilize available resources;
  • evaluate and review code, documentation, and technical requirement specifications;
  • identify more effective and cost-efficient approaches for delivering service that may include changes in technology, structure, roles, and/or processes;
  • educate staff on new technologies or changes within BIT;
  • communicate critical information to ensure compliance and advancements in methods and techniques;
  • address complex software engineering issues;
  • resolve technical disputes between team members;
  • create a positive work environment that maximizes the strengths of members and focuses on individual and team development;
  • identify training needs and work to ensure training is made available to staff;
  • assist in recruitment, interviewing, hiring, and new employee orientation;
  • provide input on personnel actions such as performance reviews and discipline;
  • act as a technical reference and advisor;
  • communicate ideas in both technical and user-friendly language;
  • guide technological decisions based on information from experts;
  • work in and create a team-oriented, collaborative environment.
