Adult Career Pathways Program Coordinator 43991

Job Summary
Plans, develops, provides direction, monitors, audits and oversees the administration of state and federally funded employment and training programs, designed to enable economically disadvantaged participants to enter or re-enter the labor market, retain jobs and progress in employment to achieve self -sufficiency.
Duties:
1) Provides on-site program monitoring, including oversight of state and local budget process, and analysis of program results for career pathway programming.
2) Develops and oversees day to day operations of the multiple direct-appropriations and competitive grants.
3) Analyze and interpret law, regulations and policies that are very technical and complex. Advise management and providers so that potential effects on current and future efforts and adhere to in programs and processes.
4) Formulate, compose and communicate program data so that the informational documents and reports can be created and disseminated.
5) Develop and implement a process for data matching with Supplemental Nutrition Assistance Program (SNAP) programming in order to increase the federal 50/50 match with all eligible career pathway programming.
Some travel, when position is working in the office, about twice a month.
Minimum Qualifications
3 years professional level work experience in administering and implementing contracts and/or grant programs.
Knowledge and understanding of employment and training programs structures, law, regulations, policy development and implementation.
Knowledge and demonstrated experience in tracking and reporting on fiscal and/or program outcomes.
Ability to establish and maintain effective working relationships with federal, regional, state and local governmental and non-profit organization officials.
Proficiency in personal computer (i.e. Microsoft Suite) and client/case management applications or systems, such as Workforce One (WF 1). 
Organization skills to manage records and work on multiple projects and meet deadlines, with attention to detail.
Verbal and written communication skills.
Preferred Qualifications
Bachelor's Degree or higher in Public Administration, Business Administration, or related fields
Ability to use case management systems or benefits systems, such as MAXIS or other similar applications.
Ability to manage complex budget situations, and review financial information, including general ledgers.
Ability to research regulations and policies to apply to grant financial reports and program outcomes to recognize problems.
Related work experience with government programs, such as Supplemental Nutrition Program (SNAP), or other Employment and Training Program related work experience, or experience working with Minnesota Family Investment Program (MFIP). and other Department of Human Services (DHS) programs
