Budget Manager

Job Objective & Safety/Security Sensitive Designation

 

JOB OBJECTIVE:  To analyze, administer, and monitor the City’s operating and capital budget; to develop, coordinate, supervise and conduct comprehensive internal audits of financial and non-financial requirements; to review, analyze and evaluate the efficiency and effectiveness of policies, procedures, and operating controls designed to safeguard the City of Little Rock assets and other resources, and to conduct and direct management studies and research projects.

 

This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.

A Budget Manager is a key figure in a business’s financial management, responsible for overseeing the company’s financial operations to ensure efficiency, accuracy, and compliance with financial regulations. Their role combines financial analysis, accounting, and management elements, often requiring a strong understanding of business principles, finance, and leadership skills

Minimum Qualifications, Additional Requirements and Supervisory Responsibilities

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s Degree in Accounting, Finance, Business or Public Administration, or a related area; four (4) years of professional-level experience as an  Accountant with specific experience in public budget administration and auditing, or a related area; and two (2) years of experience supervising professional-level employees. Equivalent combinations of education and experience will be considered.

ADDITIONAL REQUIREMENTS

Must possess a valid, active status Arkansas Certified Public Accountant (CPA) license OR Certified Internal Auditor (CIA) license within six months of employment and maintain licensure for the duration of employment in this position. 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.

Must be available to work flexible work hours to include evenings, weekends and holidays as required.
